Workers would have to wait longer for legal protection from employers who dismiss them without benefits.
Amendments to the Industrial Relations Act (IRA) are still being discussed by trade unions.
After that, their recommendations would be considered by the Cabinet.
Then, appropriate amendments to the IRA would be drawn up.
The matter would then be taken to Parliament.
While that is taking place, several groups of workers have lost their jobs without appropriate severance and other benefits.
They include employees of steel giant Arcelor Mittal and road builder OAS Construction.
The government, through Labour Minister Jennifer Baptiste-Primus, had pledged to develop legislative protection for workers.
But the process is moving slowly.
In the meantime, there are reports of more dismissals and retrenchments, caused by the challenging economic times.
