Oropouche East MP, Dr Roodal Moonilal, raised the matter during a debate in Parliament on Wednesday. Not too many people took notice about it, but at least two television stations went after it on Thursday and reported the matter in their newscast on Thursday night.
The report about a civil matter in the Supreme Court of the State of New York, named Edmund Dillon as a person with several questions to answer.
An application was made by one Esther Nicholis on behalf of Neville B. Piper, a person alleged to be incapacitated.
There is an allegation that Dillon attempted to to defraud Piper of his money and uptown Manhattan condominium in 2017. There is also a report that Piper purportedly transferred 50% of his condominium, located at 301 Cathedral Parkway, Uptown Manhattan, to Dillon.
It is alleged the purported signature of Piper on the deed and transfer documents does not appear to be Piper’s signature and the elderly man denied ever executing such documents and denied any recollection of the transaction.
Piper stated that he “did not have any recollection of having given an interest in his apartment to Mr Dillon. I was surprised that one would think I would do such a thing. Having worked so hard for my home, why would I give some of it away while I am still here?”
“When you are low, people come out of the cracks and jump right on it to get some of yours.”
There was a case where a lawyer had to subpoena bank records of Piper from various banks he had accounts in.
What the court documents showed in one instance, was the closure of a Oppenheimer invest account and some US $459,504.09 withdrawn on November 10, 2017.
The report also pointed out unexplained withdrawals from Piper’s Citibank account and also on November 11, a cheque written to Edmund Dillon in the sum of US $5000.
In a December 2017 ruling, the court stated,
“A review of this power of attorney, dated August 21, 2017 indicates that Neville Piper did not give Edmund Dillon the authority to give gifts.He also did not give Edmund Dillon the authority to do banking transactions. This Power of attorney and any other prior advanced directives were revoked by this Court in an order dated December 5, 2017.”
The court ordered in its conclusion that Dillon return all misappropriated assets and funds.
There was also a photograph showing Dillon sitting in the courtroom during one of his appearances in New York.
Now that the matter is in the public domain, Moonilal has called on Dillon to first explain, if that was in fact the Minister of National Security. If that is true, he said Dillon must explain the circumstances of this matter.
He said the Minister must also explain if he told Prime Minister Dr Keith Rowley about this matter.
“You must remember, when we were in Government, the then Opposition was up and down the place calling on us to be accountable for our actions. Now the shoe is on the other foot, Dr Rowley must insist that Dillon explain this situation. While it is not a criminal matter, it is a moral issue, especially as it relates to the Minister whose responsibility is to uphold the law.”
